All the data within this service is obtained via Freedom of Information Request or is already published publicly. The salary rate used is the band minimum (as that is what the majority of Civil Servants join and stay at) and is salary only. The true cost is higher as there are overheads and pensions costs to be considered, however as they vary org to org I have left them out.
